I am treating a client with indian head massage using essential oils. She has stress and tension headaches. She has low BP so I avoid lavender. Does anyone have any suggestions for a relaxing blend of oils to help her headaches,

if the stress is what is bringing on the headaches ....... try just concentrating on oils for the stress............

No, the only oil I would avoid is marjoram.
Same here. Lavender is balancing so if that is otherwise indicated I'd probably use it. I'm occasionally avoid it if I know the person has an aversion to it, although increasingly I would be asking why and seeing whether that has any links to other aspects of health (the whole mind body thing). In that instance I may use it in very very low dilution to underpin the rest of the treatment.
That said it is a useful oil for auric massage.
If the headaches are brought on by stress I would go with oils chosen for treating stress or those that prompt a very positive smell response from the client. Relaxing a client will lower blood pressure anyway so what you really need to do is be aware and ensure the client is safe getting off the couch etc. They may need slightly longer to reorientate (ground) after a treatment.
If she has tension headaches consider rosemary for your treatment. This may have the additional benefit of raising her bp slightly and is very clarifying to the mind.
