Does anyone have a ring neck parakeet??

hi all,

I wasnt allowed to purchase a parrot, so i bought a parakeet instead!
How soon can they talk? My Chicco is still young, about 1 1/2 years old. I talk to him regularly. He's getting used to me more everyday. He takes food from me, and allows me to put my hand in the cage. But not with others yet. Any advice would be grateful
