This is really bothering me. I live in Oregon AND have bad circulation to boot, and while I'm okay most of the time (aside from an undiagnosed autoimmune disorder), if I get very cold outside and rapidly become hot... my hands and feet itch like you would not believe. They get VERY red and hot feeling, and ITCHY, but I get no apparent bumps or anything else.
I already read other threads with similar symptoms and saw chilblains mentioned, but... it just doesn't seem to be the same thing. 😐
It does happen going from hot to cold, just cold to hot, and the only thing that helps is an ice pack or cold water... otherwise the itching is just unbearable.

It's definitely related to your poor circulation: when you get cold, your body diverts the blood flow away from the extremities and towards keeping the core temperature steady. When you warm up, the blood isn't needed as much in the body, so it flows back into the extremities, causing the symptoms you describe.
Mention it to your doctor, definitely. Also get checked for diabetes, as there could be a connection there. For a natural remedy, it has been claimed that ginseng increases blood flow to extremities.
Most of all, try and keep your hands and feet warm. Use thick gloves with thin gloves underneath: handwarmers are good: woolly socks with thin socks underneath.
Itchy Hands and Feet
For me, avoid foods that are MSG, artificial flavourings and aspartame (sweeteners). It will reduce the symptoms, also don't take sugar stuff e.g. grapes, sweets.. mine recovered in 3 days
